I used to sit across from people who knew enormous amounts of Torah and couldn't figure out what to do with any of it.
Lawyers, doctors, guys who'd been learning three times a week for twenty years. They could tell you what the Rambam says. But when he disagreed with the Rashba, they'd just... stop. Wait for someone to tell them the answer.
Meanwhile their rav would handle the same question in four minutes, because he could do something with what he knew. People call this intuition or "da'at Torah", but I don't think that's right. And I think calling it intuition is how we let ourselves off the hook.

Each of these participants is a graduate of a hesder yeshiva and is studying for advanced "Rabbanut Ir" semicha from the Chief Rabbinate. After their studies, they are committed to serving Diaspora Jewry for a period of at least three years.
